Departments that provide for military service have developed a bill to increase the minimum length of service, which gives the right to receive a military pension, from 20 to 25 years. As a high-ranking official explained to the newspaper, representatives of all departments related to military service participated in the preparation of the bill. "The topic is very delicate, there are still a number of consultations at the level of the financial, economic and social blocks of the government, as well as all interested parties," he added.

The interlocutors of the publication did not specify the expected timing of the amendments, however, in their opinion, it would be logical to adopt the document after the presidential elections to be held in March 2018.

The authors of the bill also do not disclose the mechanism for increasing the lower threshold of length of service: whether a transitional period will be introduced for this is still unknown. It is also unclear how the adoption of the amendments will affect the budget.

The publication clarifies that the adoption of the bill will require amendments to the 13th article of this law (the conditions determining the right to a seniority pension) and 14th (the size of the pension).

At the moment, it is already known that the amendments, if adopted, will not affect those servicemen whose contract ends coincide with the 20th anniversary of service. Everyone else will have to serve five years longer to be eligible for a military pension.

The idea of ​​increasing the lower threshold for length of service has been discussed for a long time. In 2013, the military proposed to divide this process into two stages: until 2019, pay all servicemen who have served more than 20 years, but who have not retired, an increase of 25% of the pension that they could receive, and from January 1, 2019 finally establish a 25-year lower limit of service. However, after the calculations carried out at that time, it turned out that the federal budget did not have enough funds for additional payments required for the transition period.

In 2015, the discussion of this issue was resumed by chapter a. The government admitted that the service life required for a military pension could be increased immediately to 30 years, but this option was rejected.

The unstable economic situation in Russia three years ago also forced the Ministry of Finance to think about refusing to increase payments to military pensioners.

Last month, the head of state signed a law to increase the retirement age for civil servants. According to the document, the retirement age of officials has increased to 65 years for men and up to 63 years for women. The law also provides for a gradual increase in the minimum length of civil service required for seniority pensions from 15 to 20 years.

Now "military pensioners" who, after retiring (retirement) continue to work in positions not related to military service, are entitled to a second, "civilian" pension under the line upon reaching the state-established retirement age (for women - 55 years, for men - 60 years) and the minimum required work experience (in 2017 it is eight years and will increase by one year to 15 years by 2024).

In March, the chairman of the defense committee, ex-commander of the Airborne Forces, Colonel-General, said in an interview with Gazeta.Ru that the average pension in 2016 was: for pensioners of the military service - about 23 thousand rubles, for pensioners of the law enforcement service - 17 thousand. rubles, for security agencies - 30 thousand rubles.

According to him, to calculate the "military" pension, the salary for a military position or official salary, a salary for a military rank or a salary for a special rank and a bonus for length of service (length of service) are taken into account.

The salaries of military judges, prosecutors and investigators are established in relation to the salary of the first person of the relevant department. Salaries in other departments are established by a decree. At the same time, the salaries by rank are the same for all, and the salaries for typical positions in the Foreign Intelligence Service and the Special Objects Service under the President are approximately 20% higher than in the Armed Forces and other troops and military formations. This is due to the specifics of the tasks performed by these bodies and a more stringent selection.

In Russia, for more than five years, there has been no indexation of the pay of servicemen.

“The guarantee of protection of servicemen's pay from depreciation has been unfulfilled for five years already, that is, in fact, for the entire period of the federal law“ On pay for servicemen and the provision of separate payments to them, ”Shamanov explained.

The provisions of this law, which stipulate that salaries for military posts and salaries for military ranks are indexed annually taking into account the inflation rate starting from 2013, are suspended annually by a separate federal law.

However, according to Shamanov, the indexation of the "military" pension was carried out by increasing the so-called reduction coefficient, which, in accordance with Art. 43 of the Law "On Pension Provisions for Persons Who Did Military Service ..." in 2012 was 54%, and from February 1, 2017 it was 72.23%. Its real increase was: in 2013 - by 8.2%, in 2014 - by 6.2%, in 2015 - by 7.5%, in 2016 - by 4%, and from February 1 2017 - by 4%. Thus, over the past five years - from 2013 to 2017 - the "military" pension has increased by 30%. And from 2011 to 2017, the "military" pension increased by 90%.

Pension payments for seniority are due to citizens who have completed military service under contract and held such positions like: soldier, sailor, sergeant, foreman, as well as persons who:

  • served in any military units (railway, internal, and so on);
  • were in the combined combat or administrative and economic units of the Armed Forces of the CIS countries;
  • belong to the category of "border guards" or served in units whose task was to protect the integrity of the borders of the state;
  • were servicemen of communications and information units.

Registration procedure

Military personnel, citizens who claim to retire for seniority, must compile a basic list of documents and register with the military commissariat at the place of their territorial location.

Payout calculation rules

Military personnel have the right to count on pensions at a rate of 50% from his own. When exceeding work experience at 20 years old, 3% will be charged for each additional year.

Suppose a serviceman with the rank of lieutenant colonel is about to retire on the basis of seniority. Throughout his service, he served as deputy regiment commander.

The total length of service is about 37 years. In the process of determining the length of service, studies at a military school were also taken into account.

To determine the size of the pension payment, we will calculate:

50% + (36 — 20) = 98%

  • 50% - the base salary;
  • 36 years - general experience;
  • 20 years is the required minimum period of service;
  • 3% - supplement for each year after 20 years.

Let's determine the amount of his money allowance:

(7800 + 8500) * 70% = 30 155 rubles

  • 70% - the allowance established for him for a hired position (this allowance for each soldier can be established on an individual basis).

Based on the received salary, we will calculate the pension provision:

30 155 * 85% = 25 600 rubles

It is on this amount that a soldier has the right to count.

Problems in the appointment of retirement benefits

The main problem with the appointment of seniority pensions is that payments are suspended in case the applicant:

  • begins work to fill a position in self-government bodies;
  • holds any position in a municipal body on a permanent basis;
  • carries out his labor activity in an intergovernmental body.

What does the bill on increasing the length of service in the Ministry of Internal Affairs in 2016 say?

Recall that today it is enough for pensioners of the Ministry of Internal Affairs to serve in the authorities 20 years and to issue an increased pension, which is due to employees. Starting from January 1, 2012, pensions are calculated from 69.45% of the allowances due at the time of service. According to article 13a of the Law of the Russian Federation of 12.02.1993 No. 4468-1, the formula for calculating the pension for employees of the Ministry of Internal Affairs with the required length of service looks like this:

Example. Senior detective (salary by position = 16,500 rubles), police major (salary by rank = 11,500 rubles), length of service - 21 years (percentage increase for length of service = 30%).

In this case, the pension for a senior detective in the post of police major will be = (16 500 + 11 500 + (16 500 + 11 500)? 30%))? 69.45%? (50% + (3%? 1)) = 13 398.29 rubles.

The bill leaves all these components of the formula, but increases the minimum service life in the Ministry of Internal Affairs from 20 to 25 years, that is, by a quarter, which is a very long period. But there is one "but" - according to the text, this increase may occur no earlier than in 2019 and will not affect those employees of the Ministry who were employed at the time of the adoption of the law.

What's wrong with the 2016 bill on increasing the length of service in the Ministry of Internal Affairs?

An interesting fact is that both the Ministry of Finance and the Ministry of Labor, answering the question about the possible negative consequences of increasing the length of service in the Ministry of Internal Affairs from 20 to 25 years, say that this step, on the one hand, will push the contingent of employees of the Apparatus to more responsible performance of their duties (this mainly concerns those who have already worked in the Ministry of Internal Affairs for a decent period), on the other hand, unemployment can have a negative effect, since the term of service increased by a quarter, necessary to receive an increased pension, will not inspire anyone. Changes in the size of payments in 2018

The pension for employees of the Ministry of Internal Affairs in 2018 will not decrease. It was planned to increase the reduction factor to 71% by the beginning of the year, and by 2035 to bring this indicator to 100%. However, so far this part of the calculation of pension payments has remained practically unchanged.

  • is free in nature: there is no need to go anywhere to get it;
  • the accrual takes place according to a certain schedule: in some regions it coincides with the payment of a pension, somewhere not.
