The Ministry of Finance has saluted. Pensions will be taken from the Russian military and returned back to the army Pensions for military pensioners

In the current 2017, TV screens do not leave the stories of the hostilities in Syria, the exercises of the Armed Forces in Russia itself - and it seems to every citizen that a soldier is a very highly paid profession and a military pensioner, having given service to the Motherland for more than 20 years - very wealthy and in nothing not needy person. What other opinion can be formed after the ceremonial plots of the mass media?

But people who are serving in the Armed Forces of the Russian Federation or have retired due to seniority know perfectly well that not everything is so happy and good. These problems exist, but for some reason they are not discussed on the screens of state channels. Anything is discussed - for a whole month there can be discussions of Trump and Poroshenko, refugees in the European Union, but the true problems within the country are taboo. Meanwhile, even in such a seemingly prosperous Russian army, there are problems.

In this article, we will not voice them in full, we will only say that the law on financial support (allowances) of military personnel adopted in 2011 is not being implemented - or rather, its operation was simply suspended. Just like that, the annual indexation of servicemen's pay was canceled and has not been successfully applied for 5 years. But we will touch upon the problems of military pensioners in more detail.

According to official statistics, there are 2,500,000 military pensioners in Russia as of 2017. That is, citizens discharged from military service to the reserve, who are subject to the Federal Law of 05/27/1998 N 76-FZ (as amended on 07/03/2016) "On the status of military personnel."

All these citizens, or as they often call themselves "military men", have the right to a seniority pension. To acquire such a right, a soldier must have a duration of continuous military service of at least 20 years.

Pensions for military pensioners in 2017

Now, regarding military pensions in 2017. Again, officials at all levels in the Ministry of Defense itself and in the Defense Commission of the State Duma assure the population of Russia that a military pensioner is the most well-to-do of all pensioners. And he gets so much money that he does not have time to travel around the world. But the military men themselves know that this is far from the case.

The retired private and non-commissioned officers with 20 years of service have a pension of about 8,000 rubles. This can be calculated using a conventional military pension calculator. And all those girls and women - servicemen who come under shelling in Syria, after serving 20 years, will receive the same 8,000 rubles. That's all the gratitude of the native state. And this woman will not go on a well-deserved military pension on a trip around the world - but will go to get any job for 8,000 rubles a month, because a person after serving in the army is not needed by anyone and is not expected anywhere. And good places have been allocated for a long time. And therefore, the main source of income will still be the military pension. But the state did not give a "blunder" here either.

A reduction factor of 0.54 was introduced into the law on pensions for persons dismissed from military service. Perhaps, there has never been such a “just decision” of the state in the history of Russia and the Soviet Union. We are not talking about other states at all. Moreover, this coefficient was introduced only for military pensioners.

This rule does not apply to judges of the Military Collegium of the Supreme Court of the Russian Federation and military courts, prosecutors (including servicemen of the military prosecutor's office) and employees of the Investigative Committee of the Russian Federation (including military investigative bodies of the Investigative Committee of the Russian Federation), pensioners from among the specified persons and their family members.

Another "catch" in calculating the military pension is that an ordinary civil servant's pension is calculated from the entire amount of earnings, including bonuses and additional payments, and to a military pensioner only from the amount of salary - salary according to position, salary according to military rank and percentage allowance for the length of service.

Indexation of military pensions

Since the salaries of the military personnel have not been increased for 5 years, there was no increase in the military pension, respectively. There was still hope for a fair indexation of military pensions. But it was not there. Since 2014, the provisions of the Decree of the President of the Russian Federation of May 7, 2012 No. 604 have not been fully implemented.

That is, the total under-indexing for 5 years was more than 27%. And this is very decent money for military pensioners.

In the general opinion of military pensioners, the incomplete implementation of Decree No. 604 actually discredits the state-guaranteed level of pension coverage for military personnel, at which military pensioners could count on recalculating pension payments above inflation.

Indexation of military pensions in 2017

On the indexation of the military pension in 2017. One indexing is planned and it has already passed. In February 2017, there was an indexation of military pensions (by only 4%) compared to civilian pensioners (5.4%). This is extremely low and offensive indexing. Now a huge number of applications of military pensioners have been written on this matter to various authorities:

President and Supreme Commander-in-Chief V. Putin;
Prime Minister D. Medvedev;
Assistant to the President - Head of the State Legal Directorate of the President of the Russian Federation;
Chairmen of the State Duma and the Federation Council;
Prosecutor General of the Russian Federation Yu. Chaika;
Defense Minister S. Shoigu;
Chairmen of the State Duma Defense Committee V. Komoedov (former) and V. Shamanov (current);
The Commissioner for Human Rights under the President;
The Chairman of the Constitutional Court of the Russian Federation;
The head of the presidential administration and many other officials and state bodies.

Military pensions in 2017 latest news

The main issues in these appeals are the issues of injustice currently in force in relation to military pensioners. In many replies, replies and speeches of high government officials, there is a concealment of the true state of affairs with the indexation of military pensions, and sometimes a direct distortion of the existing situation.

You can often read or hear that “... the legislative and executive authorities are working to increase the level of military pensions and prevent a decrease in the level of real incomes of military pensioners. So, in the period from 2013 to 2016. pensions for military pensioners were increased by 28.6 percent, including by 4 percent in 2016 ”.

Are officials in all state structures who do not know that it is necessary to take into account not only the indexation of military pensions, but also inflation over the same period? And inflation from 2013 to 2016 exceeded 40%. It turns out that the real size of military pensions has decreased over this period. Therefore, the statement "about preventing a decrease in the level of real incomes of military pensioners" - this is misleading public opinion.

Increase of military pensions 2017

The only indexation of military pensions planned in the 2017 budget took place. Since February 1, military pensions have been increased by 4%. This small indexation has failed to reverse the steady downward trend in real military pensions since 2014. As a result, today military pensioners can buy 6% less goods and services for their pension than on January 1, 2012.

Since April 1, 2017, the indexation of social pensions (old age, disability and survivor pensions) has taken place. Social pensions increased by 1.5%, which in monetary terms amounted to approximately 65 to 180 rubles (depending on the disability group), as a result, the average size of pensions became equal to 8774 rubles.

So, as a result of the indexation, the average size of the social pension increased by about 129 rubles, the social pension of disabled children - by 450 rubles, the disability pension of military personnel who did military service - by 181 rubles, the survivor's pension - 155 rubles.

All the best to you, dear veterans of military service! And keep - health to you.

The budgetary crisis is pushing officials to abolish the so-called military pensions, which are received by employees of the Ministry of Defense, the Ministry of Internal Affairs, the Ministry of Emergency Situations, the FSB and other law enforcement agencies. Following the reform of civil pensions, the logic of the crisis is leading the economic bloc of the government to cut pensions for the security forces. The current military pensioners can sleep peacefully: they are not planning to cancel their pensions. But the current security officials may in the future, instead of a life pension, receive only a one-time severance pay - to adapt to work in civilian life. This decision is already being discussed in the structures of the Ministry of Finance.

The Research Financial Institute (NFI), subordinate to the Ministry of Finance, is preparing a rationale for a new pension reform. Now security officials can become victims of optimization. This can be judged by the public speeches of the director of the Scientific Research Institute of Physics, Vladimir Nazarov. In his opinion, military pensions should be revised. And, apparently, quite radically. Nazarov spoke about some of the details last week on the air of "Echo of Moscow".

“Those who are going to retire on a military pension should be offered a normal social contract instead of a pension,” the economist explained. - When a person finishes military service, if he is not disabled and everything is in order, you need to give him money for retraining, give him a large severance pay, so that he will have enough for a year or two of a comfortable life, and after that he is quite like a normal member of society. work in another job. "

No matter how strange the ideas discussed at NIFI may seem, they are worth listening to. Indeed, as indicated on the website of the Ministry of Finance, among the tasks and functions of this institution is the development of the theory and methodology of financial management, forecasting, planning, drawing up and executing the federal budget, preparing proposals and recommendations for improving budget legislation. In other words, the development of the NFI in the form of a bill may lie on the table of the head of the Ministry of Finance Anton Siluanov. And he, with all the calculations and justifications in his hands, can then start lobbying for the next optimization.

If we understand by military pensions payments that are received not only by military personnel, but also by other security officials (employees of law enforcement agencies and bodies of the penal system, security and foreign intelligence services, fire departments, etc.), as well as investigators and prosecutors, then after the reform, the budgetary savings can amount, according to rough estimates, from 500 to 700 billion rubles. in year. But there are also more modest expert estimates of the savings - about 200 billion rubles. in year. Until the reform has acquired specific outlines, it is impossible to make more accurate calculations.

However, even now it is not easy to receive a military pension. She is appointed on condition of length of service. The right to a military pension is received by persons who, on the day of dismissal, have served in law enforcement agencies for 20 years or more; as well as persons dismissed upon reaching the age limit, health status or in connection with organizational and staff activities and who have reached 45 years of age on the day of dismissal, having a total work experience of 25 calendar years or more, of which at least 12 years and six months is service in law enforcement agencies.

Often, security officials are dismissed before reaching the length of service required for a pension. There are times when a citizen finds out about his non-compliance with pension requirements after being fired. Such underserved can only count on the preservation of salary payments for one year according to military rank. Or a disability pension.

It seems that the Ministry of Finance's reform of military pensions may abolish the very concept of “length of service”. Most of the experts surveyed by NG were skeptical about the innovations of the Ministry of Finance's scientific structures. In their opinion, the proposed reform looks provocative, moreover, it is almost impossible to implement.

“This innovation will reduce the prestige of military service. And this is such a new word in world practice that the military of all countries will look at the actions of the Russian government with some dismay, ”said Vasily Zatsepin, head of the military economy laboratory at the Gaidar Institute. “The revision of the conditions will most likely not be avoided, but the complete abolition of pensions for the military is already a completely extreme option. Our law enforcement agencies have considerable weight, and they will certainly do a lot for the sake of preserving pensions, ”said Nikita Isaev, director of the Institute of Contemporary Economics.

In most developed countries, military pensioners are one of the most protected strata of the population, the expert recalls. One of the incentives to go to military service is the guarantee of a stable income for many years. According to Isaev, it is not enough just to give a serviceman money for retraining: “In order for the retraining system to function effectively, it must be built from scratch. And this is impossible without additional funding. In conditions of chronic budget deficits, a vicious circle is formed. There are clearly not enough jobs as night watchmen for all retirees. "

The proposed reform “will make people in uniform as temporary workers, treating the state as another place of earnings,” fears the lawyer of the “Business Fairway” bureau Anton Sonichev. In his opinion, such changes will undermine the credibility of the state. "The resistance from the law enforcement agencies will be very serious," Sonichev expects.

“No lump sum can be compared to making regular income, especially with such lump sum payments as it is now in Russia. This will lead to an infringement of the social guarantees of military pensioners, since not everyone will be able to adapt to civilian life, ”warns Roman Azatyan, legal adviser of the“ My Family Lawyer ”company. “As practice shows, in Russia the opinion of the military departments is taken into account, and therefore they will be able to defend their positions,” he adds.

Many economists remind that the partial erosion of military pensions is already underway. Military pensioners are still faced with budgetary savings: when the authorities decide to freeze the indexation of their pensions, says Sergei Zvenigorodsky, an analyst at Solid Management. He emphasizes that the innovation of the theorists of the Ministry of Finance fully fits into the trend formed by the state: soon almost all civil pensions can go “into the category of symbolic benefits, which, given inflationary expectations, will be problematic to live on,” the expert says. It is not for nothing that the government proposes to the population to ensure a decent old age by forming pension savings.

Although some experts see a healthy grain in the position of the head of the NFI. “The very idea of retraining, regardless of pension payments, is sound, since there are many people in the army with skills that will be very useful in working in large corporations and small businesses,” says Pavel Sigal, First Vice President of Opora Rossii. The large severance pay will be attractive "for those who leave military service at a relatively young age and decide to pursue a career in civilian life," he said.

Finally, some experts do not exclude that discussions about the abolition of military pensions have a very specific political meaning. Perhaps this is a kind of preparation for the elections, suggests IFC Markets analyst Dmitry Lukashov: "First, there is a threat of canceling pensions and benefits, and then this threat is eliminated with the approval of voters."

"So far, I personally do not know about any legislative initiatives in this area," Nazarov then explained to NG. According to him, the budget spends almost 1% of GDP on all pensions for security officials. “But we are not talking and cannot talk about the abolition of military pensions. Military personnel who are already receiving military pension will continue to receive it. This is a matter of social stability and justice. We can only talk about a gradual modification of the rules for retirement of current servicemen: an increase in the length of service requirements and the use of combined age-length of service scales, when greater length of service will allow retirement earlier, taking into account the professional specialization and rank of the serviceman, ”says the head of the NIFI. “At the same time, gaps may arise between the period of transfer to the reserve and the appointment of a military pension. It is these gaps that should be filled with severance pay and retraining programs with subsequent employment in a civilian specialty, explains Nazarov. - If the decision to change the conditions for assigning military pensions is balanced, the attractiveness of military service will not decrease. Understanding that you are serving the Motherland, high wages, as well as the guarantee that at a difficult moment society will come to the aid of the soldier himself and his family members, is much more important than "smearing porridge on a plate" when all military men receive a pension, regardless of their age and income "in civilian life".

“I hope that a balanced solution can find understanding among the staff and management of all law enforcement agencies. The military are people who, above all, care about the welfare of their country. Now this benefit consists in making the serviceman's social package more targeted, taking into account the possibility and desire of the serviceman to start a civilian career, as well as more fully taking into account the financial situation of servicemen and their families, ”concludes Nazarov.

“In its pure form, the severance pay scheme is not used in most countries. However, the current Russian scheme is also not very common, when the appointment of a military pension occurs immediately upon dismissal from the armed forces with a certain length of service without any reference to the serviceman's age, his ability to work in a civilian specialty and financial situation, "Nazarov specifies.

According to official statistics, there will be 2,500,000 military pensioners in Russia as of 2017. That is, citizens discharged from military service to the reserve, who are subject to the Federal Law of 05/27/1998 N 76-FZ (as amended on 07/03/2016) "On the status of military personnel." All these citizens, or as they often call themselves "military men", are entitled to a seniority pension. To acquire such a right, a soldier must have a duration of continuous military service of at least 20 years. After passing this bar, a soldier makes a decision on further military service, taking into account the fact that he has already earned a pension, and it will be paid to him for life. What are the pensions of military pensioners?

The question of how much military pensioners receive is also important when choosing this profession, when deciding to conclude a contract with the Ministry of Defense of the Russian Federation.

In order to fully navigate this issue, let us give in figures the size of military pensions for the ranks of private, lieutenant, major, colonel and general of the army.
So, let's take an ordinary shooter with the first tariff category and a private with a military rank. Suppose his service life is 20 years and he has acquired the right to a seniority pension. The size of his military pension will be 6,825 rubles.

  • A lieutenant who is a platoon leader and has twenty years of service can count on a military pension of 13,650 rubles.
  • The major, the battalion commander, will receive a military pension of 16,513 rubles.
  • A colonel, a brigade commander who has served 20 years, will be entitled to a monthly pension of 19,110 rubles, and if his length of service is 25 years, then he will receive 26,754 rubles.
  • An army general who held the post of commander of the district troops who served in the Armed Forces for thirty years will receive 52,528 rubles a month.

At the same time, for consideration by the State Duma, draft law No. 15473-7 "On the suspension of the operation of part two of Article 43 of the Law of the Russian Federation" On the pension provision of persons who served in the military, service in the internal affairs bodies, the State Fire Service, the bodies for control over turnover narcotic drugs and psychotropic substances, institutions and bodies of the penal system, the Federal Service of the National Guard of the Russian Federation, and their families "in connection with the Federal Law" On the federal budget for 2017 and for the planning period of 2018 and 2019 ", which is proposed to suspend until January 1, 2018 the effect of the norm of the Law of the Russian Federation of February 12, 1993 No. 4468-1 "On pension provision for persons who served in the military, service in the internal affairs bodies, the State Fire Service, the bodies for the control of the circulation of narcotic drugs and psychotropic substances , institutions and bodies of the penitentiary systems, the Federal Service of the National Guard Troops of the Russian Federation, and their families "in connection with the Federal Law" On the federal budget for 2017 and for the planning period of 2018 and 2019 "(hereinafter - Law No. 4468-I). Monetary allowance, taken into account when calculating pensions assigned in accordance with Law No. 4468-I, from January 1, 2012, is accounted for at the rate of 54% ("reduction factor 0.54") and, starting from January 1, 2013, annually increases by 2% to reaching 100% of its size. At the same time, the bill No. 15473-7 proposes setting the amount of monetary allowance taken into account when calculating the pension in accordance with Article 43 of Law No. 4468-I from February 1, 2017 at 72.23% of the amount of the specified monetary allowance, which is 2 , 78 percentage points than in 2016 and will increase the "real" size of the pension by 4.0%.

The draft federal law No. 1177914-6 "On a one-time payment to pensioners" provides for a one-time payment to pensioners in the amount of 5 thousand rubles, instead of indexing social pensions, based on the results of the first half of 2016, taking into account the situation in the economy and social sphere in 2016 ... However, in accordance with the bill, "military pensioners" (with the exception of those entitled to the simultaneous receipt of a seniority pension or disability pension provided for by Law No. 4468-I, and an old-age insurance pension (with the exception of a fixed payment to the old-age insurance pension ), established in accordance with the Federal Law "On Insurance Pensions") and equivalent to them in terms of pension provision, receiving a lump sum payment is not provided, indexation of the military pension at the end of the first half of 2016 is also not provided.

The draft law provides for the inflation rate in 2017 at 4.0%. Consequently, in order to fulfill the requirements of subparagraph "d" of paragraph 1 of the Decree of the President of the Russian Federation of May 7, 2012 No. 604, taking into account the inflation rate of 4.0%, it is necessary to establish such an amount of monetary allowance that would allow increasing the "military" pensions by an average of 6.0%, that is, at least 73.62% of the amount of monetary allowance taken into account when calculating the pension. Otherwise, the requirements of the specified provision of the Decree of the President of the Russian Federation of May 7, 2012 No. 604 will remain unfulfilled.

Military pension. The amount of money allowances for older people who were in the past in the military, in 2018, is higher than in the past. This is due to the fact that already from January 1, pensions for former military personnel have been increased by 4%. This is quite a lot, especially considering the fact that the average size of cash payments to the military is already different for the better when compared with pensioners who in the recent past worked in some other specialty.

Today, the question of how much the military pension will be is of interest to all those who have already finished their careers and are expecting a pension increase.

Military pension: size

The minimum military pension. The minimum pension for a former soldier cannot be lower than 100% of the total basic part of the so-called "labor pension". The minimum pension that an elderly person can theoretically receive is 6,825 rubles.

The average military pension in the Russian Federation this year should be 24.5 thousand rubles. This is quite a lot, because representatives of other specialties cannot count on such a large pension.

Military pension: seniority

The key criterion for any military pensioner is seniority. In order to be eligible for cash allowance for former military personnel, an elderly person must have at least 20 years of experience. Last year it was said that soon it would be necessary to have not 20 years of experience, but 25, but so far the situation has not changed.

Military pension. Age in this case is not of key importance, because the earlier a person receives 20 years of experience, the sooner he can retire to a fully deserved rest.

Military pension. What is the most common age for the military to retire? Usually this depends on where and under what conditions the soldier served. If it was any "hot spot", then he could retire even at 40 years old. The key indicator for military retirement is not age, but experience.

Military pension: seniority

Military pension. Length of service is the most important indicator for any military man. The more years a citizen has served, the more pension he will receive.

The military pension after 60 is usually significantly higher than after 45, because according to the new system of points, a citizen receives additional points for each year of activity in his position.

A military seniority pension is the ideal solution to retire at a fairly early age, as the military profession is fraught with dangers.

Some military personnel are injured, injured and injured in their youth. If the state does not support them, it will be extremely difficult for them to arrange their lives. In some cases, after service, a person returns home disabled. In this case, he has the right to count on receiving additional cash payments.

Military old-age pension

The military pension is much larger than the pension of representatives of almost any other civilian profession. In the country as a whole, military pensioners receive about 24.5 thousand, but each case is strictly individual.

Obviously, the general's pension will be higher than the pension of a lieutenant or major. The size of the pension is influenced not only by the length of service, but also by the title.

Military pension for disabled

War trauma. Disability. Pension for those who have received any injury or injury during the fighting.

A military disability pension allows you to compensate for the inconvenience that occurs due to the presence of any injuries. A former military man who was injured while performing some official duties has the right to receive additional cash payments. This measure is intended to support those who sacrificed their health for the interests of the country.

Benefits vary depending on the disability group. If we are talking about the 1st group, then the amount of additional financial payments will be 300% of the so-called "social pension". If the former military man is assigned the second group, then he will receive 250%. For those who have been assigned group number 3, 175% of the social services is provided. pensions. This money should be sufficient to cover the costs of medical treatment and various medications that may be required to alleviate the suffering of injuries and trauma.
